Abstract：As a major social and livelihood security Indemnificatory housing is the money supply. It is projects, the biggest problem of construction of not perfect of social sector investment to build Indemnificatory housing＇s policy, it is not conducive to mobilize social forces to promote Indemnificatory housing projects goals. Countries have less financial support, given the financing policy does not regulate documents, all local governments in the Indemnificatory housing construction have different ways to raise funds. Therefore. In the process of raising funds, all local governments haven＇t innovation strategy, the task of Indemnificatory housing construction can＇t the successful completion.
