Comprehensive Governance Strategies for Urban Parking in the Context of Stock Development
Abstract:With the rapid development of urban social economy and the continuous increase in the number of motor vehicles, the contradiction between urban parking demand and parking resources has become increasingly prominent. To alleviate the problem of 'difficulty in parking', this article takes Shenyang City as an example, based on parking census data analysis and an in-depth analysis of the core issues of urban parking problems, combined with the background of stock development, proposes a new model of comprehensive parking governance. This model abandons the traditional approach of relying solely on the planning and construction of parking facilities, and instead adopts a comprehensive strategy of four measures: 'Optimize Supply, Strengthen Regulation, Adjust Demand, Intelligent Management'. Taking 'grid-based' management as a key approach, these four measures are implemented comprehensively to promote all grids to achieve 'illegal parking entering the system', achieving a balance between supply and demand in the parking system in terms of time and space, and exploring a new path for comprehensive parking governance.
