Abstract：China is one of the countries most severely affected by natural disasters in the world. In 2024, the General Office of the State Council issued the 'National Natural Disaster Relief Emergency Plan' and the 'Management Measures for Emergency Response Plans of Sudden Events', which highly emphasizes disaster emergency issues. Urban emergency lighting systems are an indispensable part of ensuring the resilient and safe operation of cities. When major and especially serious disasters occur, urban outdoor emergency shelter areas often undertake short-, medium-, and long-term disaster prevention and risk avoidance functions. Therefore, the reliability and resilience of their emergency lighting systems are of great significance for achieving rapid evacuation and resettlement of disaster victims, reducing casualties, and accelerating post-disaster recovery.
