Accelerate the Implementation of the Water Resources Rigidity Constraint System to Support and Guarantee High-quality Development
Abstract：Since the 14th Five-Year Plan, water resources management has fully implemented the spirit of the 20th National Congress of the Communist Party of China and its subsequent plenary sessions, deeply implemented General Secretary Xi Jinping's 'prioritizing water conservation, balanced spatial allocation, systematic governance, and dual efforts' water management ideas and important discourses on water management. It has continuously strengthened the foundation of the rigid constraint system for water resources, effectively strengthened supervision and management of water withdrawal and use, focused on restoring river and lake ecosystems, continuously promoted groundwater protection and governance, accelerated the construction of water resources monitoring systems, deepened reforms in key areas of water resources, and achieved significant results in all aspects. The rigid constraint system for water resources has been effectively implemented, with annual water consumption controlled within 610 billion cubic meters for five consecutive years. The restoration targets of 88 mother rivers (lakes) have been fully completed. The Beijing-Hangzhou Grand Canal, which had been dry for a century, has maintained continuous flow along its entire route for four consecutive years.
