Improving the Water Governance Legal System to Safeguard High-Quality Development of Water Conservancy

Abstract：Rule of law is an important guarantee for the Chinese-style modernization. The Party Leadership Group of the Ministry of Water Resources has attached great importance to water governance legal construction, integrating the comprehensive and systematic implementation of General Secretary Xi Jinping's thoughts on rule of law with his important discussions on water management. Upholding and implementing the rule of law, the Ministry has regarded strengthening the institutional, legal, and regulatory management as one of the six implementation paths to promote high-quality development of water conservancy, and effectively implemented the requirements of the rule of law throughout all aspects and processes of water governance management. During the 14th Five-Year Plan period, under the strong leadership of the Party Leadership Group of the Ministry of Water Resources, the policy and regulation work of the Ministry has thoroughly studied and implemented General Secretary Xi Jinping's thoughts on rule of law and the requirements of the central government on comprehensively advancing law-based governance. Focusing on improving the water governance legal system, it has planned and promoted in a coordinated manner, continuously establishing and improving a complete water legal norm system, an efficient water governance implementation system, a standardized water administrative law enforcement system, and a powerful water governance legal guarantee system, providing strong legal support for promoting high-quality development of water conservancy and ensuring national water security.
