The Challenges and Policy Optimization of Rural Collective Economy Development in Hengyang City under the Background of Rural Revitalization
Abstract：As an important pillar of rural economy, rural collective economy plays a key role in promoting rural revitalization and achieving common prosperity. This study aims to analyze the challenges faced by the development of rural collective economy in Hengyang City, so as to promote the implementation of the rural revitalization strategy. Through overall planning and financial support, Hengyang City has achieved certain results in the development of collective economy. However, this study found that Hengyang City still faces challenges such as funding bottlenecks, talent outflow, single industry structure, lagging infrastructure, and rough management. By drawing on the successful experiences of Suzhou's industrial integration and Chengdu's property rights reform, this study proposes policy optimization suggestions, including increasing investment and optimizing subsidy methods, broadening financing channels, addressing the talent issue through both introduction and cultivation, and promoting the diversification and upgrading of industries.
