Practical Inspection and Optimization Path of the Land Circulation System in the Context of Rural Revitalization
Abstract:The land management rights circulation system in China is a key link in the implementation of the rural revitalization strategy. With the approaching peak of the first round of circulation extension and contract expiration, how to balance the land circulation relationship has become a difficult issue. This study selects three villages in Zhugen Tan Town, Qianjiang City—Shajie Village, Zhao Nao Village in Xiongkou Town, and Yaoling Village in Gao Shidi Town—as field samples. Through questionnaires (a total of 759 online and offline), in-depth interviews, and field research, four core problems were identified: limited benefits for farmers, lax supervision of land circulation, inadequate management and service, and insufficient risk protection mechanisms. To address these issues, it is recommended to further strengthen the protection of farmers' rights and interests, improve the risk protection mechanism, strengthen the supervision and management of land circulation, and establish a sound land circulation market mechanism. The research results can provide decision-making references for the optimization of the second round of land circulation policies in Hubei Province, continuously promoting the implementation of the comprehensive rural revitalization strategy.
