Dynamic Evolution and Regional Characteristics Analysis of China's Ecotourism Policy System from the Perspective of Green Development
Abstract:To systematically review the development of China's ecotourism policy system, a textual analysis of 1,663 pieces of ecotourism legislation found that: first, the temporal changes in the release and implementation of ecotourism policies generally show an inverted 'V' trend; second, there are significant differences in the supply of ecotourism policies across different regions, and the development process of the policy system within regions also varies; third, the probability of joint policy releases between central departments and local governments is not high, overall, the central government plays a more prominent role, and the leading departments at both central and local levels are quite consistent, among which the cultural tourism and agricultural departments have a relatively prominent leading position, while the guiding roles of forestry, development and reform, and environmental protection departments are also crucial; fourth, the characteristics of decentralized management of ecotourism are quite obvious, with a focus on prevention and control in supervision, and administrative penalties are mainly used for responsibility identification, with criminal penalties as a supplement. The monitoring of natural resources, ecological compensation, and the construction of regional coordination mechanisms still have some gaps compared to the practical requirements of the tourism industry's transformation and upgrading.
