Commemorating An Qiyuan's Pioneering Leadership Work During His Time at the Seismological Bureau (II)
Abstract：This paper introduces the process of establishing the administrative and scientific research systems during the 1980s when An Qiyuan served as a leader at the National Seismological Bureau. From that period onward, the National Seismological Bureau established an organizational structure directly managing provincial seismological bureaus, changing the previous approach where provincial seismological bureaus were mainly managed by local governments. Since then, the National Seismological Bureau had control over personnel and financial powers of provincial seismological bureaus, building a system for unified scheduling and management of seismic work by the National Seismological Bureau. Based on this, the seismic research fund system and task contracting system were established, adapting to the national system at the time and mobilizing the enthusiasm and sense of responsibility of seismic workers. The system of responsibility for bureau directors, institute directors, and station directors was also established, highlighting the nature of seismic work being primarily business-oriented.
